ARTE, TEMPO, CIDADE reflexões sobre a temporalidade de intervenções urbanas

Este workshop convida artistas, académicos e ativistas a refletir de forma conceptual, empírica ou estratégica sobre a lógica temporária de intervenções urbanas.

Situadas na intersecção entre arte, ativismo e espaço urbano, existem intervenções urbanas várias e de natureza distinta na forma como intervêm na cidade aplicando o urbano (o construído, relações socio-económicas, parâmetros estéticos, redes tecnológicas, normas) como modo de expressão. Estas, são incrivelmente diversas nos seus processos, práticas e resultados, estratégias estéticas, técnicas e estruturas sócio-económicas. Contudo, todas elas partilham um caráter intervencionista - tendo o potencial para fazer com que arte e cidade se sobreponham e completem ou, por vezes, criem novos atritos desafiando ou perturbando normas (estéticas, sociais, políticas, económicas, etc.) revelando realidades institucionais, ideológicas, económicas, formais - realidades sobre relações ou materialidade.

Embora as mais recentes investigações sobre intervenções urbanas tenham tendência a enfatizar as características formais e enquadramento espacial das mesmas, este workshop irá focar principalmente a questão da temporalidade - das formas temporais, ritmos e historias da cidade contemporânea intersetada por várias tipologias de intervenção urbana. Na realidade, o jogo contraditório entre efémero e duradouro, entre evento e a sua ressonância, é a questão crucial relacionada com a natureza das intervenções urbanas, cuja pujança reside precisamente na ‘capacidade de resistir ao desaparecimento’ (Desanges) face às suas efémeras atualizações. Significativamente, a mesma questão é a base dos princípios das políticas neoliberais para um urbanismo contemporâneo em que a lógica do temporal parece aliar-se com estratégicas que visam introduzir através de eventos transientes (de festivais a mega eventos) espaços urbanos em processos lentos de crescimento.

Que base teórica poderá ajudar a compreender as relações temporais entre arte e a cidade desencadeadas pelas intervenções urbanas? Qual o potencial político e estético do efémero para a prática artística e quais os riscos que lhes estão subjacentes? Como, se possível, manter a distinção entre os valores presentes na lógica temporal das intervenções urbanas e o ritmo de um urbanismo neoliberal? Qual o papel dos médias neste contexto face a questões sobre memória, prolongação, impacto, legado, etc.? Quais as noções de público, valores, ativismo, quando revistas segundo as relações contraditórias sobre efemeridade ou permanência das intervenções urbanas?

Este workshop tem como objetivo refletir sobre estas e outras questões que emergem do encontro entre arte, tempo e cidade. Irá envolver um dia inteiro de reflexão teórica, relators empíricos ou intervenções artísticas dos oradores convidados, seguida de discussões livres, abertas ao público em geral, e por uma caminhada pela paisagem transiente pós-industrial do Barreiro.

ART TIME CITY on the temporality of urban interventions

This workshop invites artists, academics and activists to reflect conceptually, empirically and strategically on the temporal logic of urban interventions.

Situated at the intersection between art, activism and urban space, urban interventions are various and different ways to intervene on the city by employing the urban itself (its built environment, social-economical relations, aesthetic surfaces, technological networks, normativities) as an expressive material. Extremely diverse in their processes, practices and effects, aesthetic strategies, techniques and socio-economical structures, what is common among them is a particular interventionist quality, a potential to make art and the city encounter and clash, challenging or disrupting their (aesthetic, social, political, economical etc.) normativities, making visible their institutional, ideological and economic realities, as well as forms, relations and materialities.

Whilst recent investigations on urban interventions have tended to emphasise their spatiality, this workshop will privilege the lens of time, focusing on the temporal forms, rhythms and histories of the contemporary city intersected by various types of urban intervention. In fact, this contradictory interplay between transience and prolongation, the event and its resonance, is the crucial question of urban intervention, whose force resides exactly ‘in its capacity to resist disappearance’ (Desanges) in the face of its necessarily ephemeral actualisation. Significantly, this very same question is at the core of contemporary neoliberal urbanism, whose temporal logic appears to be similarly tied to a strategic concern with plugging urban space into long-term growth processes by means of transient events (from local festivals to mega-events).

What theoretical framework can help grasping the temporal relations between art and the city that urban interventions enact? What are the aesthetic and political potentials of the ephemeral for artistic practice, what the risks? How (and if) can the difference between the temporal logics of urban intervention and the rhythm of neoliberal urbanism be maintained? What role new media play in this context vis-à-vis notions of memory, prolongation, effect etc.? How are notions of publicness, valorisation, activism etc. reworked by the contradictory relation between transiency and permanence of urban intervention?

This workshop aims to reflect on these and other key questions emerging at the encounter between art, time and the city. It will involve a full day of theoretical elaboration, empirical accounts or artistic interventions by invited speakers, followed by unstructured and open discussions, as well as an urban walk around the transient post-industrial landscape of Barreiro.
